If you have an lx450 or system with auto A/C button. I have found some of those cruisers had a factory cell phone installed in them. There was a feature that when the phone was being used it would send a signal to the A/C amplifier to put the fan in low fan mode. Even if the fan button was showing in high. One of my customers had this issue for several years after he had the phone removed but the cradle was still in place. It's also possible that wire going to the A/C amplifier is grounding out or something in the amplifier is bad. I only found the wire on an lx450 diagram and ended up just cutting it at the harness and magically everything came back to life. I'll try and dig up the diagram.

ok sweet I’ll take a look this weekend. No phone but also no auto AC, but it’s a 28 year old car and I’ve only had it for 4 years. Who knows if climate control was swapped out.
 
did not have those wires going to the amp.. but after i put power each terminal i got and increase and a decrease in fan speed . all my relays and resistors are good.. wiring is good and power is being sent. only thing i could think it may be is maybe a faulty climate control. gonna order and test one out. i opened mine up all the circuits looked fine. gonna get one anyways.

Got the new climate control and still the same. I’m absolutely stumped.
