Auto Transmission will not engage third

My 1995 HDJ81 1HD-FT A442F Gear Box will not engage third gear. It changes up and then immediately kicks back down into Second.

It originally it had a problem on the change from second to third gear, used to allow the engine to rev and then it would catch and go into the next gear ,when on drive.
my mechanic stripped the gear box down, replaced the third gear clutches which looked worn out. replaced the inner and outer seals as well.

now the vehicle does not engage into the third gear, tries to go into the third, but jumps back onto the second, basically gears 1 & 2 engaging only.

I was wondering if you had come across an issue like this in the past and had any suggestions as to what we could do.

The mechanic here in Kenya is suggesting that we buy a secondhand A442F which would seem to be a little over board.

First make sure the fluid level and colour is right
Then check the throttle cable
And then check the shifter adjustment.

Disconnect the solenoid plugs from the left and side of the transmission.

While driving, manually shift from L-2-D in order to select 1st 3rd and 4th respectively.

If 1st 3rd and 4th are working fine this way, then the problem is with the electrical system. If not then it's a problem with the transmission, and probably the valve body specifically.
