Air Intake Plenum question (1 Viewer)

I'm in the process of reassembling the 1fz and I noticed on the air intake manifold/plenum the hole where the throttle body and where the egr valve connect are filled with a thick black grease. I searched online, and all the used ones being sold appear to also be filled. Is that by design, or should it be cleaned out.

Short answer: it should be cleaned out.
