When the Key is put to the on position the ABS motor on the Master cylinder starts spinning. I am wondering how often does it run and cut off then run again? i know it isn't suppose to continuously run, but should it run then cut off for a few seconds then kick back on? or just run till the system pressurizes then stops?

pressurize and stop. The more noise and time it runs is a good metric on how soon the booster is going to go.
