98 center locker won't engage. Just blinks (1 Viewer)

Not sure what to ask. This one is pretty simple. Rear locker seems to engage. Transfer case is frozen in high. Any thoughts on how to fix center diff locker and or why I can't move my transfer lever?
is the transfer case lever frozen or is it possibly an actuator?
Thoughts?

The rear locker will not engage unless the center is locked and you are in low range so not sure how the rear works but not the center.
The transfer case linkage can accumulate corrosion making it very hard to move. I would start by lubing the linkage as best as you can underneath the truck and removing as much rust as you can.

ok Thanks as I definitely had it backwards. The button to the right is for the center Dif and that lights up on the dash when pushed.
As I can't put the truck into Low range, the rear locker just blinks when I push and turn the knob for the Dif.
Any thoughts why I can't pull the transfer lever back? Im not convinced the arm is rusted but difficult to fully investigate.
