For an '82 non-USA axle with from drum brakes do I want the knuckle rebuild kits for the early drum axles, or the late disc axles, or neither?

All non US trucks (40s) have front drum brakes among other oddities.......
All the ones I've had contact with used the disc kits....... they had fine spline birfs and disc type spindles, wheel bearings and seals.............

When Toyota changed to fine spline outer axle shafts in 08/75, this was a global change. The USA received disc brake front axle assemblies, while the rest of the world retained drum brakes, with the larger, fine spline outer axle stubs.
You will want to use a knuckle kit for a 1979 and later disc brake axle, or a mini truck knuckle kit.
