I am in the process of having my 79 non-California FJ40 smogged and it is missing the hot air tube that connects to the underside of the air cleaner. What is the other end connect to or does it get mounted to something else?

There was a little heat-shield type piece of thin metal that wrapped around the front of the exhaust manifold that, theoretically, directed warmer air into the hose and then up to the air cleaner inlet. They were in the way and usually rusted out and got removed
Heck, an old license plate and a Busch Light can would get you through the visual inspection (maybe paint it black first)You could fab one out of some sheet metal and rivets.
