I kinda figured that but I had to ask anyways. He does have it posted in the 70 series parts section of his site.

I know and I told him 2 years or so ago when I was at his shop that it is not a 7X part

Yes all BJ70s in Canada.

Post #1 in this thread shows the Canadian spec speedometer face for the 85-87 BJ70 models I believe.

Here is a closer up look at the one I have. I used it to try to make one with "t-belt" added overlay for mine before I realized it wouldn't work but that was because mine has the plastic transparent face lit by bulbs behind it, not the older metal one as you see in the picture.
