Those were the bad old days, with budget cuts they don't do it anymore. No safety, no emissions for older vehicles, almost like a free country. Of course the governor is now in the federal pen, so I don't expect the holiday to last.

The bolt mounting holes on the replacement WC are set about a total of 1/16" narrower than my backing plate holes. So I just did some very minor dremeling and they lined right up.
