2006 LC front seatbelt wires

My driver side seatbelt on my 2006 will barely retract and I am beginning the process of figuring out how best to repair.

I noticed some electrical tape around the seatbelt latches (driver and passenger) and removed the driver side as it looked like my 2 yr old wrapped it. I discovered wires are routed into the seatbelt latch.

I suppose this is oem? If so, is there an oem cover or part that is missing or was electrical tape the go to solution?

I have those wires on the seat belt latch as well, granted mine are not colored but they are covered in what looks like electrical tape (that is slowly coming off). I would guess it's tied into the seatbelt warning light that comes on?? Please excuse the excess dirt and dog hair..

@DuckLN - Search the forums for power washing the seat belt. Seems washing the actual belt cures most cases of poorly retracting seat belts.
