Is that just a rusted axle with POR15 applied?

I don't thinks that is rust.... Just some crazy undercoating goop? Probably rust underneath but I hope the texture is from the sprayer and not the surface!

Yea, but try to find an '06/'07 with 80k miles. lx are easy to find, lc not so much.
