2001 LC intermittent starting - CRC Lectra on relay box triggers starts (1 Viewer)

I have a 2001 Toyota Land Cruiser with an intermittent start issue. Started all summer, then in the fall the starts were intermittent. It starts immediately if I spray CRC Lectra-Motive on the relays/fuses and the connectors to it. I replaced the starter relay. Local mechanic says replace relay box. Any ideas for a permanent fix?

To be clear on meaning: " Always cranks" engine crankshaft turning as starter engage (IG key turn to Start).

Warning, risk of death:
Perhaps fuel pump failing. At next no start. Disconnect fuel line from fuel filler. If fuel pump, is building good flow and pressure. Fuel will spray out momentarily as fuel pressure relieved and run back out from fuel line if open end lower than fuel rail. So be careful (key off, no flame or sparks, protect eyes, etc).

No spray and no meaningful backflow from fuel line, is indication of no or very low fuel pressure. You can then connect a hose to filter a run to catch can, as additional fuel pump test. Crank engine, see if fuel flows steady or doesn't into catch can. Intermittent nature, make tricky. As it may now work/pump.

By rotating fuel line out from white safety clip (not seen, missing from this fuel filter picture). Then pinching release (green) clip (red arrow), fuel line is released. Fuel line can then be pulled off filter. If fuel system under pressure, fuel sprays out momentarily. Fuel/gasoline vapors, are extremely flammable. So use caution.

Also pull EFI fuse from fuse box and inspect, is fuse good. How do the prongs look, is anything indicating a contact issue.
