What it the valve under the intake manifold, seems to be connected to the engine vacuum system, does it ever cause problems, I have lack of power, seems like fuel starvation from cold gets better after a few miles,swapped maf no change, new fuel filter, checked pump, seems to be lots of fuel coming from pump, wondering if this valve might be causing a restriction or not working properly, or maybe tps

Check the FSM, there are tests for each valve and part under there in the vacuum system. I used a mityvac, vacuum pressure gauge and the FSM to test the whole system.

One of them is the EGR vacuum sensing valve and the other is the EVAP sensing valve.
