I would never want ABS in low. If I am in low, I am going really slow and when I want to stop, I would rather had the wheels skid than not. You say this but you have not experienced the 100-series action in 4-Lo (going by your signature).
While going really slow (as you say above) the ABS will not kick in (as I already stated) and it will let you skid. Above a certain speed it will activate in order to help maintain control.
