Checking voltage is good and have the battery tested at the parts store too. A shorted plate in the battery can cause excess charging as the alternator/regulator are trying to get the voltage up.

Yes the diaphragm can crack and leak out the weep hole. It can also leak into the crankcase and dilute the oil - sniff test the dip stick.

Looking at it closley I am on the fence if that resistor is factory with its wood spacer in there. I might delete on that. However that turns out it was not the issue. The fuse that was in the aftermarket switch was the culprit. I replaced it...
