Sounds like the steering gear was never disassembled. I'd separate the drag link from the pitman arm to isolate the problem to either the steering gear or the front axle.

Got it fixed. Just unscrewed the handle from the inside and then carefully popped off that panel. The trigger had just gotten disconnected so all I had to do was pop it back in. Thanks again for your help!

The oring isn't setting the postion of the endcap. I'd measure the protrusion of the preload screw sticking out of the endcap with a set of calipers before disassembly. If you can reassemble it within a couple thousandths, I'd go for it.
