In that photo you are measuring voltage. To find how much amperage is being drawn you'll need to disconnect the negative battery cable from the terminal, clamp one lead of the multimeter to the cable and the other to the negative battery...

I believe some folks have had their O2 sensor wires got ripped from the connector, wrapped around the front DS which caused a short and blew the EFI fuse.
If the EFI fuse blows again you have more troubleshooting to do. On my 94 a intermittent short in the wiring harness to the 02 sensor would blow the EFI fuse and I would be stopped in my tracks.

IMO, there's no valid reason to use anything other than OEM 80 Series pads on an 80 Series with an OEM braking system.
Replaced all the tie rod ends with one of the 555 kits from @cruiseroutfit set toe in, centered the steering wheel(it was off by 1/4 turn and drove me nuts) and did a stereo upgrade.

I would go with used oil filed pipe. Will last infinity longer than any pressure treated post or RR ties. It isn't as cheap as it once was but you will never need to replace.
