Rag joint fasteners...
Don't forget the jumper wire from bolt to bolt to ground the column to the box. That's what the copper pieces are for, to provide a good connection. This supplies your horn with a ground.
For reference, here is a pic of the horn ground wire that is part of the rag joint on later model Cruisers. This wire grounds the steering column through the steering box.
If your horn works intermittently it could be a ground issue or a bad connection in the horm mechanism.
