Alternatively, you can take the seal down to your local auto parts store and find a half inch drive socket with the correct diameter, and be in it for less than $10. It doesn't look nearly as fancy, but does the job, and you might actually have a tool with more than one purpose.
 
I have plenty of tools with the correct OD...it's the driving it to the correct depth that I like about that tool. But yeah I get your point.
 
I think I used a peice of 2x2 board/stick, maybe 6-8" long that I had laying around, I drove the seal in, then put the stick against the seal in such a way that the housing prevented the stick from going any further once the seal was flush. IMO you don't need a fancy tool at all, just use something that allows you to get it flush and doesn't allow you to drive it in too far.
