Wierd Revving Issue

Hey all, I have an interesting problem and would like to see if anyone has an answer for me. I have a 96' FJ80 and when I start it, the motor revs to about 2000-2300rpm, and continues to rev up and down 3-5 times then calms to only 1500 or so. I'm guessing some kind of sensor. Does anybody have any ideas for me? Thanks for your input. Jon

I recall seeing on here a fix for the high idle at start-up. It involved puting an o-ring somewhere. Sorry, that's all I have. Hopefully, someone else can be more specific.
