From a post on here a while ago, I took a rubber fuel line a little bigger then the cable, cut it a little longer then the cable, slide the entire cable up to the knob part and then fill it with pb blaster or other penetrating oil and hang it up to soak for a few weeks. Mine eventually became movable again.
