When should the passenger airbag indicator light show "OFF"? (Update: only stays "ON" when heavier person sits)

(Edit/update: it seems the Passenger airbag indicator light only stays "ON" when a heavier person sits on the passenger seat.
e.g. a 200lb person can trigger/keep the ON while a 120lb person can't. So seems the weight sensor threshold should be adjusted from around 130lb down to like 30lb, as this ON/OFF function is really meant for turning airbag off when baby seat is present?)

Hi all,
I noticed that my passenger airbag light is either completely off (first pic) when there is no passenger, or it turns on and indicates "ON" (Second pic) when there is a passenger. I don't see the "OFF" indicator lights up (except for a couple seconds when the passenger gets in and out). (This is when engine's running, RSCA not engaged, so normal driving/idling mode.)

Could someone please tell me if this is normal? And when would the "OFF" indicator light up and stay on?

"OFF" will illuminate if there is a child or adult of very small stature in the seat.

"ON" will illuminate if there is an adult in the passenger seat.

Neither "OFF" nor "ON" will be illuminated if no one in the seat (seat unoccupied).

Note: If "OFF" is illuminated, the side airbag and passenger front airbag are deactivated, for child safety.

Thank you very much for the detailed information! I had another car which had the OFF illuminated the whole time when there was no passenger for some reason. So I was confused what the correct mode should be. Probably it had a faulty sensor or interaction with seat cover.
