Too short to be a 1/4 wave 2M HAM or 11M (CB) antenna.
Looks like an aftermarket rubber FM antenna that can be picked up at most decent auto parts stores. I have one mounted under the dash in my 40 (couldn't talk myself into drilling holes...and Tom and Steve weren't around to volunteer to do it for me).

What staleale said. A cheap fm antenna
2X FM antenna the PO had one on my 40.

Definitely a Pep Boys special... On the other hand that is a nice 60, to which the antenna does no justice... Not a bad color for it either.
That 60 makes that antena look better!!
