water pump belt too small to put on?

I am using 2522434 napa belt. It just seem too tight too put on even after loosening the smog pump and removing the rubber hoses from the rear. It feels like I have maximum travel on the air pump. Is there any adjustment by loosening the power steering pump? I might have to go with oem belts.
 
I have that same belt and didn't have any issues with it being too short. I've got about 1-1/2" of travel from the bolt that goes through the tensioner bar (17317) and the left end of the slot in the upper bracket. Loosening the PS pump won't help. If you can't get the pump to swivel all the way to the left, the upper bracket may be bent or something else may be binding.

The smog pump hoses can hinder the movement of the pump rotating on its pivot. Try leveraging it with a long screwdriver/pry tool.
