Question is as the title states- is this too much rust on the frame? Looking at buying this 89 FJ62 from FB. Carfax shows it lived in PA for about 10 years and then Georgia and then Texas.

If this helps at all. I’m not a welder but this is a $3,000 truck that runs.

He said frame rust, not body rust. If this is the worst of the frame I'd say it's in damn good shape. @dlu2130, check the inner frame rails towards the rear.
This is the area where the 60 series has an open C channel frame and it's typically the location of the worst frame rust. Spare tire location and behind it, basically.
 
Yup, check the inside around the front carrier for the rear leaf spring. Ask the owner if you can give that area a bit of a knock. If there's a rust hole there, it's fixable, but a bit of a pain. Otherwise I'd say you're golden, especially for only 3k.
 
The transmission crossmember support looks like a disaster in progress. Perhaps a deadly one. It needs to be replaced or fixed somehow.
