Washer squirter issue, constant hot but no ground?

I have constant hot to my squirter motor when the key is on, I am assuming when you twist the knob to activate the squirter it is suppose to groung and complete the circuit? The motor works fine when battery tested. Thanks!

I wonder if the switch is grounded at the dash?
