vacuum test questions, normal?

Went over my new 86 cruiser, fluid changes, etc, and did a vacuum test. Ran motor till hot, the connected guage at manifold, and read right between 18-19 inches. Is this normal? Motor has 160K on it, seems to run OK. The needle on the guage flickers between 18 and 19, what do you guys think? Thanks, John
