What's up H8-ers?

I bought my '67 fj40 about two weeks ago, and when the PO handed me the keys, he also handed me a box of "Spare Parts." Most of the stuff in the box is stuff that he replaced, like the old hood hooks and whatnot. Anyway, along with those things, there are these two brackets that I cant quite figure out what they are. Any 40 gurus out there have any clue?

They are about 3 inches tall when resting at 90 degrees, and about 2 inches wide throughout with the exception of the one that has another metal square welded to it.

Hi lift mounts... but I'm not 100% sure.

Flat surface with the two holes, bolt the high lift through the single holes, small hole is for a padlock.
 
Depending on how heavy and big it is I've seen brackets like those bolted to the face of bumper. Then a towbar would be attached. The extra piece was to lock it un the upright position.
