Trailer hitch (Bumper Mount) CURT 13091

I’ve found the CURT 13091 hitch, which is listed for the Mitsubishi Montero but seems to fit the Toyota Land Cruiser. I’m curious why it’s not listed as compatible in the United States but is seen mounted on Toyota Land Cruisers in other countries. Is there a difference between the USA model and the overseas model?

E trailer list 1 1/4 inch hitch that mounts very similar and is marked is compatible with that vehicle but they don't list the 2 inch.

I would likely just use it for my bike rack and a light duty utility trailer. I have a heavier boat, but I'm concerned that since it's not certified anywhere, but there might be a reason why I shouldn't use it for heavier things.

Can anyone clear up why the United States models aren't listed compatible with certain hitches? Thanks

Because the rear crossmember was not rated for towing in the USDM. That's why the 80 Series was fitted with frame mounted class 3 hitches that had at least 6 attachment points.
The top 2 holes in the crossmember are threaded (M12x1.25) and the bottom 2 are through holes. Maybe the other way around, I can't recall.
That said, for a bike rack it's a non issue.

When I was pulling my M416 using a similar mount as pictured above but a pintle, I cut out the flap that covers the threaded holes and welded in a 3/16 steel plate, drilled out the threaded holes and used grade 8 hardware for all 4.

My thoughts and correct me if I am wrong,
the class II (1 1/4 inch) rated for 3500 lbs in the USA.

The class III ( 2inch) is 8000 pounds.

I am thinking the USA won’t allow class iii on car mounts that are rated less thank 8000 lbs. But since it’s rated for class ii, it should be ok for 3500 pounds.

Does that sound logical?

I wouldn't pull 3500 lbs with that bolt on setup.
 
For the price of $252 I would by a frame mounted unit instead. I don't see any advantage to that type of hitch. Still hangs just as low but it sticking further out and you will be constantly banging your shins into that bumper mount.
It’s $115 on Amazon.
 
Front Mount 2" Receiver Hitch - Fits John Deere Gator Models (UTV-FM1) Ebay $43. Worked for my bike rack. Well made and looks good. I think I had to buy the right bolts though.
