I do not really know what this thing does. Can the adjustment of this effect the engine timing or is it more fuel management related? If it does effect the engine timing, would be both initial advance and total advance?

TPS is the Throttle Position Sensor. It is fuel management related.

You asked if it can effect the ignition timing. The base timing is mechanically set by adjusting the position of the distributor. The advance is controlled by the ECU. The ECU uses several inputs to control the timing; including RPM, throttle position, knock sensor, and others. So, indirectly, the TPS affects the timing.
