So it seems my TPS may be out of adjustment or failing (weak spring syndrome). Do I have to remove the TB to get to that bottom screw?

You can remove the ISC valve and get it that way with a long phillips or a 90 degree screwdriver can get it as well
 
Man... Both my 90 degree phillips were all but useless... Does the ISC require a new gasket if i remove it?
 
I prefer to remove the TB. I seem to get a better adjustment. It can be hard to get the feeler gauge in there just right with it all attached. Chances are the TB could use a good cleaning too. It uses a thin metal gasket and I have had no problems reusing it.
