I removed the stock bumper and installed the ARB bumper, I mounted the hook to the bottom of the outrigger. The outrigger is mounted to the frame via 4 rivets. I had to drill the second hole to get it to fit. At least it's a good holder for the winch hook. Do you think it is solid enough to use as an anchor point say on a 2 to 1 haul to pull the truck?

Here's another pic of the bumper. There are anchor points at the bottom below the uprights. There is a square hole in the bumper and a round hole in the bottom. So you put your shackle through the square and then pin it through the hole (EDIT: i think). But seems like hooking the hole or the shackle would scratch up the bumper as far as stowing the hook.

Looks like g man has a newer ARB. The older generations had the holes for the hooks, and the dring loops.

You are missing the stiffener. There is a boxed metal bracket with welded captive nuts that goes in between the frame rails. The hook bolts into this bracket. Running the hook as you have it in the first picture will bend and damage your frame during a towing or winching scenario.

The bumper didn't come with any stiffener. And no mention of such a piece in the installation instructions.

I can't find the stiffener in the body chassis FSM or the 88 FJ62 FSM. I probably have it sitting in the garage somewhere. If I see it I'll take a picture of it.

Regardless of the stiffener the way you have the hook mounted is not safe.

A similar pitfall happens on the early front ARB bumpers. People would clip their winch hooks into the small holes in the front meant to hold a bracket made by arb so the hi'lift can be mounted to safely lifet the truck without the hi-lift slipping away from the truck and injuring people.

Oh as for the question on if the mount you planned to use was stiff enough. Nope not even close.
In my Pic you can see I had to bolt mine up (I was planning on cutting that lower piece off) as my 60 did not have them due to the bumper that was on it.
That said, when off mine were tweaked and I was able to bend them ever so slightly by hand. Pulling with a winch, will rip them off.

If you look the OEM hook was mounted through the top frame bolts. You need to mount through the frame bolts like I posted above
