Timing Cover plate bolts on a 2F

I knew this was going way to easy. Well I'm in the process of changing both my timing cover gasket and timing cover plate gasket on my 1980 2f engine. well I can not get the three flat head bolts out of the plate behing the cam gear. I have tried a inpact screw driver and all it is doing is bending the screw drive head. I need some advise and help. I hate to drill all three of these out there has to be another option. Thanks for the help
