Is this steering wheel to far gone to be fixed?

It definitely looks pretty rough but with the right epoxy and some clamps I’d bet it could be saved. The right epoxy, used correctly, it almost unbelievably strong.
this. epoxy is amazing stuff and gets a bad rep, but used correctly in the right place its unbeatable. I use a lot in my day job of knife making, bonding handles to blades. A few times I've made a mistake and had to take the handle off, and had to go to the anvil and beat the handle material off before the epoxy fails. Its unbelievably tough stuff, and the only real weakness it has is heat.
 
I know there are people restoring these. What kind of epoxy are they using?
