Just wondering on people that are doing restorations, if they are using Star washers on newly painted surfaces (windshield frame) or using thread locking compound instead. The Overland Metric kits provide star washers independent of the screws. Not sure if this will chip or damage painted surfaces.

On old beat up rusty rigs star washers are fine because they eat paint. Just do a regular washer and regular locktite, you can always ruin the paint later with a star washer.

You're talking about mounts that have beveled mounting surfaces. Regular lock washers will not conform to the beveled surface or the beveled screws. Star washers are thinner and bend to form better mating surface contact. If you're doing a true restoration then use the star washers where the factory used them. Not using the star washer and relying on thread locker will hold the screw in place but does nothing to prevent the screw from damaging the paint.

You're going to have to decide on what you are after.
