Some help with 77 rear wheels-brake cylinder leaking

Discovered my rear drum brake cylinders are leaking-have the cylinders to repair, but the fluid has severely washed all the paint off the wheel(s)--rusting pretty badly. What's the best way to clean/repaint the wheels? Not sure that sandblast/powdercoat would be the best long term option,] as I have heard(and seen) this coating method does not stick well to the metal(as soon as there is a crack in the coating, rust migrates underneath it) --would it be better to go with sandblast and Rust reformer, then topcoat?--or maybe even POR?

IMHO brake fluid is in the metal's pores. You could try and wash it off with brake clean, but I would then go after it with a torch until it quits smoking in small areas so you don't over heat it. Then an etch primer followed by like epoxy paint.
