I think a 8 x 1.25 pan head would be the one (would be a 12mm hex head 6 x 1.00 if it were a 10mm hex head).

Well, here are the painted and installed tailgates (sans the "legal" machine screws in the hinges 
).
The color ended up being a mid to late 90's GM color called Dark Carmine.
I'll be shooting the license plate bracket & light during my next paint session along with the body door hinges, tool box lid, Con-Ferr storage box and maybe the underside of the hood.
