Screws IPO Bolts For Tie Down Ring?

I want to add two pairs of gear tie-down rings to the cargo bay floor of the FJ60. Two of the locations are right over the boxed in floor support immediately aft of the wheel arches so no bolt thru. The other two points I can drill thru the floor and use bolts.

Question #1: Does anybody know if two #14 screws can handle the load from a small (1/4") turnbuckle?

Question #2: Where to buy a decent but low priced nutsert intall tool? This in case the #14 sheet metal screw option is a bad idea.

My '86 FJ60 already had the holes in the floor, taped over with white plastic tape. I simply moved the tie-downs over from my '89 FJ62 donor vehicle:

The nuts shown in the first photo are the ribbed flange nuts from the dash mounting brackets.

Are the nuts in the FJ62 cargo area captive? Curious if I unbolt the tie downs will I need to drop the spare tire.

Nutsert tool;
If you’re in Raton, you might try the Ace or Truevalue hardware store, but doubtful. (They sell one online). I scoured Alb. For one, and ended up ordering one from amazon.

If you can find the riv nuts you want themselves, you can install them with a long bolt, a bigger nut and/or washers, and the correct flavor driver for the bolt. YouTube this.
