Rust spot on rear driver side door (1 Viewer)

Anyone else have rust forming in this area? There is some bubbling of the paint further down which makes me think this is spreading.

Second question is, what is the purpose of the hole in this area? The passenger side rear door does not have this.

Paintless dent repair on that door?
So that hole and plug was part of the repair and wasn’t original to the truck?

yeah, I can remove the plug and there is just a hole there. Sounds like it's not original and part of a previous repair?
 
I would enlarge the hole and sand it down, treat with corroseal and fiberglass patch it/repaint. I just fixed a similar defect on mine, but not with rust, had a hole in that same area from a prior dent that got pinched. No way to get behind the panel unless you get a camera like previously suggested.
 
Thanks for the tips. My boroscope is too large to fit into the hole, so I may take mudwagons advice to enlarge the hole slightly in order to do a proper inspection and treatment.
 
What's the CarFax say about it?
Regardless, I'd have that taken care of ASAP, especially if you keep your vehicles for a long time.
