From what you can see, it doesn't look that bad. After you have all the mechanical and safety issues straightened out, I would just cut out the rusty places and weld in new 16 ga patch pieces. 16 ga is cheap as flat sheets and shapes and it bends pretty easy. You can make the rear sill with 16 ga square tube.
