Rock guards on fender flares?

Apologies in advance for this incredibly wonky/dumb question, but my ‘97 had a clear “rock guard” style decal on the door section of the rear fenders...were these factory? OEM? Or just a strange addition from an overzealous PO?
 
And now the inevitable follow up - anyone have any idea what the part number/availability might be?
 
Don't know the part number but when I was at the dealer last week looking for the bolts and clips that hold the rubber mud guard to the bottom of the fender flare, the parts guy thought I was talking about the triangular shaped rock guard on the mud flap and said it was available. It was around 20 bucks and he said they are black. Not sure how much to trust him as he ordered a me knuckle instead of a spindle :). I will say though that everyone says they are clear but when I tried peeling mine off it was black underneath and had the factory pain over top of it. 3M tape would be the way I would go if/when replacing as it is clear and won't need to be painted.

Yep, same ones. I just had my fenders remained and was considering reapplying them, but after seeing those pics I think I’ll just deal with the chips 🙃
 
From your pictures the piece on you finger is showing a clear material with a paint chip attached.

Yeah the photo looks that way but the piece I am holding actually split off from the patch in the upper corner of the paint protector. There still is about half the thickness of the paint protector still on the fender from where I removed it. I think the clear stuff is the clear coat.
