Fender flares/ mud flaps question (1 Viewer)

Why is it that on rigs where guys have removed the mud flaps, there never seems to be this part of the fender flare left/ visible? Do they trim it off? Do they put aftermarket fenders on? Or am I just blind and only notice it on my 80.

Can I mount them If I don't have the original mud flap hardware?
