I've had 2 BFG 35" MTs roadhazarded recently. One has maybe 1k on it now the other has 20 miles on it. The other two are 60%. Should I run the newer ones on the front or the back? This is on a 91 so the VC shouldn't be a problem.

could the "only one set of tire chains" theory/theories be applied here?
personally, i would put them on the front for braking/steering control. but then i've been known to vear off into a ditch for not following conventional wisdom so...

I would run them in the front, since the front end sees more wear from turning. Other than that, rotating them every 6K miles I don't think you'll see much difference.
