Is this thing plastic underneath? With some aluminum in some places? How do you go about rechroming these things ... anyone have any good resto- techniques for these?

I believe it's all plastic. If you use the search function, you'll find plenty of posts about repainging/refinishing it, including from me. You may want to consider getting a new one while they're still available from Toyota, yours looks like it has two holes in it that aren't supposed to be there.
