Replacing Seat belts - FJ60 - My own experience

My belts aren't functioning and when i yank on them they don't activate. I'm assuming this means they definetely need replacing or is there some "trick'?
They might be filthy inside the retractor mechanism. But replacing old seat belts makes as much sense as changing oil and flat tires. If they’re worn out then replace them. They are the ONLY safety feature on these trucks other than headrests.
