Just discovered this as a result of a TPMS alert - is it repairable or should I just order a new tire?

You can plug it and move on. A tire shop will not touch.
Its in a flex area so repair may or may not stick.

Michelin? Call em up for road hazard warranty.

bought a heavy trailer with 10ply tires and the ugliest plug in that same area. However it is a four tire, non human carrying entity. Road hazard warranty sounds like a good way to go.

Yup, I had tire shops tell me they would not repair anything in that area. Doesn't mean it can't be done of course and it may even hold, although I doubt it. I'd be concerned about the crack more than the hole, TBH. If it's a trailer it's not life or death, but I'd ask myself if it's worth dealing with the aggravation of a blown tire in the middle of nowhere. If it's a vehicle, I'd buy a new one for sure, would hate myself for causing an accident because of that. But I'd fix it and keep it as an emergency spare.

Just replace the tire. True, it is not carrying humans, but if it lets go at speed think about what it would do to other vehicles whipping around or coming loose.
As stated before, a shop will not stand behind a side wall repair, and it will be a PITA until you replace it.
