Just bought a non remote key off ebay...they say it will come with instructions. Between those instructions and all the info on here, I should have a spare soon. My 2000 came with one master (remote) only. From what I've read, I sure don't want to be without a master!
Got my $11.99 key in today...Lowes cut it for free. I made sure it opened the doors and turned the ignition prior to leaving the parking lot. My wife helped program it per the ebay seller's instructions. Worked like a charm and saved me lots of $$! Next purchase will be the $100 ebay key with built-in remote. LOVE me some Ebay!

So you want us to provide you with programming instructions for a master and non-master? I would do a search. Something like "Programming a transponder key"....oh wait...

Why don't you open Word, and then go through this thread and cut/paste out all important looking instructions. This will cut out 90% of the crap. Then review what you have left and cut out instructions that are not 1999-2000 specific. This will further cut down the list. What you will have left will be very straightforward. If you have any questions at that point, you will be better able to ask a specific and relevant question to your year model instead of asking how to program a key on post #184 of a How to Program a Transponder Key thread.
I am honestly not trying to be a jerk but you have to look at what you asked from an outside perspective. The answers are in there. I previously owned a 99 and I used this thread with great success!
Can Toyota program them for you? If I spent that kind of money on keys, I would make sure that Toytoa spent the 45 seconds it takes to program them. If they don't know how, they should but you can read back in the first of this thread and those instructions should work. The instructions that came with my Ebay key worked like a charm. PM me if you want me to type out the directions I have....may even be the same, not sure.

Toyota can... however they normally have a min charge of 1 hour (or ~$90) for labor. And of course the *** usually make you wait that long too. I would only recommend that option if you have a model year that does not allow onboard programming. The programming is easy and only takes a minute or two.
So far I have figured out how to clear all other keys and program a master and valet key, I haven't yet figured out how to program the remote portion yet...

That sucks! I was worried about the same thing but was willing to take the risk for the cheaper $8.99 plain key that I bought. Lowes cut mine and did a great-free job. Did the hardware store try to make it right or fix thier poorly cut key? I would think the machines that "follow" the existing key might miss some metal that needs to be filed off to make it fit. Maybe a long shot, but I would compare them carefully and see if you can clean up the edges with a file and make it work. Most dealers probably have a similar machine that may also mess up. Lows machine is the kind that they just insert the keys and it does all the work. No clamping in which alows more room for operator error. Good luck!

I take mine to the stealership to have them cut. They will laser cut them from the VIN... So they are 100% correct every time.
You might even be able to talk them into doing it for free (that's what I did).
Just wanted to say that the instructions on page 5 post 81 work great. I bought my 2000 with out any keyless remote keys. I ordered two from ebay, had them code cut at the dealer and followed the steps and they work great. Thanks again.
I followed those steps and got the keys transponders programmed, but I cannot for the life of me figure out how to get the remote programmed. (2000 LC)
Ive followed the steps below a half dozen times now and cannot get it into programming mode
Program Remote: (sequence E)
1. Start with key out of ignition, drivers door is open all others closed and driver’s door is unlocked.
2. Insert key into the ignition (Do NOT Turn) and Pull key out.
3. Perform these steps within 40 seconds.
Using the power lock switch on the drivers door, perform 5 lock/unlock cycles starting with lock. Use an even pace and try to go about one cycle per second. (1Cycle = 1 lock and 1 unlock).
Close, then open drivers door.
4. Perform these steps within 40 seconds.
Using the power lock switch on the drivers door, perform 5 lock/unlock cycles starting with lock. Use an even pace and try to go about one cycle per second. (1Cycle = 1 lock and 1 unlock).
Insert the key in the ignition cylinder.
Turn the ignition to ON (Do NOT Start) then back to OFF.
Remove the key from the ignition.
5. Within 3 seconds the power door locks should cycle automatically indicating successful entry into programming mode. Return to step 1 if the locks do not cycle at this point.

Congrats on doing your homework! I too had that same issue but I finally solved it by doing the lock/unlock parts as fast as I could. Try that and report back.
Well, after a bit of a mishap at the locksmith…I was able to try programming the remote again.
Still cannot get it into programming mode!!
I must have tried about 20 times, varying my speed, super fast, super slow, even tried closing the door at the end and turning it ON twice etc. etc.
Very Frustrating!!!
Any advise???

I had problems with this on my 2000. I was finally able to do it by going exactly at the pace of 1 per second. It did take several tries, and much frustration... but eventually got it. My only suggestion is to keep trying and vary the timing. Best of luck.
