Aside from the steering box, and minus the Center Arm and Gussets....

Is the bumper extension supposed to extend out that far?

The previous Owner added steering box , then had to add some huge heavy bumper on the end...

im putting the Center arm back on and moving steering box back..

I just need to know if that is how its supposed to look from factory??

If I move steering box, add center arm, add the Gussets, can I bolt back on my original Bumper....??

The original factory bumper is a "C" channel that faces the engine and slips over and bolts to the triangular gussets shown in the above photo.

A Saginaw power steering box should allow this, but likely the previous owner wanted a bit of distance and extra protection his contraption allows.
 
It looks right. You're just missing a set of bumper gussets and a stock C channel bumper. You need these:
