One More Parking Brake Cable Question??

When doing my rear brakes, the parking brake cable was run like in the pic. But it looks to me that the cable should be on this swivel/pulley. Both sides were like this. Should it be on the swivel? If not, what purpose does this swivel serve?

The short cable underneath the brake drum connects between the parking brake lever and the bell crank. There should be two barrels crimped onto the cable mid-way. those barrels fit into notches on the pulley.

So the short answer is, Yes, the cable should be on the pulley.

You'll probably find that the two crimped barrels move around, or that the coating on both sides of them is worn away. I tried fixing mine with black electrical tape, but it didn't work. New cables are available and fairly cheap.
