I might be wrong but weren't some early 1995 models (manufactured in 1994) OBD I?

That was my understanding. OBDII was required in the US beginning in the 96 model year. (I suppose Toyota could have adopted it earlier)
 
Be aware that some pre-1996 cars will have the "OBD2" connector in the passenger compartment but aren't always OBD2.... well at least that's what my OBD2 Reader manual says. It also says to check the for a sticker under the hood that will say whether it is OBD1-2.

This site has the CEL codes for most cars both OBD 1 and 2.
